In an effort to assess the effects of Federal energy efficiency statutes, programs, and policies on energy consumption and the environment, this latest American Gas Foundation (AGF) study reviews the treatment of energy efficiency in current and proposed energy policies and analyzes the reasonableness of just using energy cost (amount paid by the consumer for using energy) or site energy (impacts occurring at the site of a customer’s energy use) as a surrogate for energy efficiency. Further, it attempts to estimate the potential energy savings and emissions reductions, provides case studies of potential market shifts for end-use products, and identifies the barriers to implementing Real Energy based programs and policies.
